Date: Septem DECISION Bird-Johnson Company (BJCo) protests the Department of the Navy's release of its proprietary data in issuing request for proposals (RFP) No. NR, issued by the Naval Surface Warfare Center to obtain a quantity of landing craft utility. A firm protested a solicitation by the Navy for grounds maintenance, which provided a 5-day period after bid opening for review of cost data to determine whether the services should be performed in-house or contracted out.
